actually i read about that Angle Grinder Man in a book i got (i am into the weird and strange and paranormal and stuff.. so i buy a book series Called "Weird US" that has various states and even has branched to international by having the UK version).
Supposedly he goes around and cuts wheel boots off for you when ever a cop puts one on your car for violation.
