Interesting new idea, searching without having to hit search. :lol:

I beleive you need an HTML5 capable browser...it was there yesterday also.

Doesn't need HTML5. It's been kind of a phased rollout. Started yesterday, popping up more today.
Personally I find it rather annoying, because while it's instant, until you hit enter (depending on browser), the list of search suggestions stays there, so you can't click on some of the first few links.

Type "w" into search. Local weather comes up. I kinda like this little upgrade.

It is not a phased rollout. You use one of the supported browsers you will see it.

When i got my phone it was setup the same way, its actually kinda cool. Im use to it and i like it, not going to effect my searching habits though. lol

As of yesterday it was. It wouldn't do it ever time visiting the page. Seems to be on all the time now.

This doesn't work unless you are signed into your Google account in your browser. Log into your account, make sure search history isn't disabled on your account, and BOOM. Instant search. It's customized and localized for everyone....meaning your search history effects your search results, and your reported location effects anything that it would return as a local result. Very good times.
To see an example of instant local results, type "W", and the first result should be Weather for your area (or at least where your ISP has marked your IP with GeoLocation data).
What phone did you get....because it's in closed beta on two phones. And if you got a google beta before me, I hate you. :lol:
