Alright I think it would be a good idea to create a thread where people like me can ask PS questions as I think a lot of people are trying to get into using it. I will sticky this. Post your question, and anyone that has the answer, please post it! Try to answer as in depth as possible please, dont just give a simple answer. Many people, like me, dont understand all the terminology or where everything is located yet. So please try to make it as easy as possible to follow your directions! :D
Try to keep this On Topic guys and gals, this is a serious one!

if you host on photobucket they will do it for you, perhaps that's now what you're looking for though.

I host on flickr. Will look into it to see if they do the same thing. Never even thought to check!

You can do it on flickr with Picnik, just pick a photo page > edit photo, it will load in Picnik, Click the create tab, Click border and adjust. Then hit save...you can then overwrite your flickr photo or make another flickr photo with the border.

You can change the size/colors/remove the white strip as well.

How do I go about doing things like wheel color changes, etc? I have tried, but cant just do the wheel itself.
you have to select just the part of the wheel you want to change. It can be a *****. Zoom in and have at it. It'll take a little bit. I haven't done it in a few year, so maybe is easier now, but it was time consuming selecting/deselecting everything before.

use the magic wand, its awesome for picking small things out, you just have to play with the percentage of color change. And if you dont get it all with one click hold ctrl and click a few more spots.
